A trailer is a “vehicle “ within the meaning of Road Traffic Ordinance, s. (Road Traffic Act, s. 53).

By Road Traffic Ordinance, s. 4, a trailer shall have a licence when driven on any road.

The driving of the trailer without it being licensed is an offence under section 4 and a fortiori an offence under Road Traffic Ordinance, s. 49

I therefore see no reason to intervene.
